The activities proposed in the funding application for the development of this partnership’s four major axes are summarized below:
Launching the project – in the first month of implementation, May 2009, we organized a launching event, where the following guests were invited: HR Club members, representatives of the HR stakeholders, business representatives and mass-media. On this occasion were presented the objectives, activities and expected results of the project and also the concept of partnership which will underpin its implementation. This event represented a good opportunity to initiate the collaboration with the institutions that through their daily activities contribute to the regulation and functioning of the HR field, such as: The National Council for Adult Vocational Training (NATB), The National Institute of Administration (NIA), members of trade unions, employers' and representative NGOs etc.
Formation of working groups for the purpose of improving the organization and functioning of the HR field and of developing the online resources center, the best practices manual and the strategic partnership with the business environment on solid principles of quality. Over 70 members subscribed voluntarily in these working groups that meet monthly to discuss the development strategy of each measure and to monitor the compliance with the quality standards agreed. Moreover, the working group specialized in updating the labor law and the COR included representatives of the project’s partners: trade unions, employers’ associations, NGOs and public institutions.
Creating and developing an online resources center in the human resources field – as an answer to the need of the HR professionals, but not only, to access specialized materials and updated information, this project aimed to create a resources center. This meant compiling a large number of national and international documents in seven sections of the virtual library (such as recruitment and selection, people development, organizational development, performance management).
"Strategic Partnership with the Business Environment" Conference - the one-day event took place on October 22, 2009 at the J.W. Marriott Bucharest hotel and gathered over 200 HR professionals and general managers. Discussions focused on the results of the strategic partnership study conducted by HR Club in collaboration with Daedalus Millward Brown in August-September 2009. The topics of interest included talent management, developing leadership skills, organizational effectiveness, change management. Speakers came from international universities (INSEAD, CEU Business School, IEDC Bled School of Management), from Romanian private sector (general managers and HR managers of major organizations working in Romania), as well as from top HR consulting companies (PricewaterhouseCoopers, Hay Group, BCG).
Developing a manual of best practices in human resources – the manual was offered in 500 copies at the dissemination conference in June 2010 and it presented best practices models grouped in six sections: compensation and benefits, recruitment and selection, training and development, organizational development, labor law and industrial relations, performance management. An electronic form of these best practices is available in the online resources center, within the SOPHRD project. Recommendations or nominalizations for any HR project considered to be a success were sent to HR Club until February 2010. The projects were evaluated based on pre-established criteria by members of the working group responsible with this initiative.
Lobby for updating the labour law and the Classification of Occupations in Romania – this activity was jointly developed by HR Club and its project partners: social partners and NGOs. The main objective was to propose a minimum of 3 legislative changes which were evaluated by decision-makers and empowered public institutions. In addition, the project aimed to update the Classification of Occupations in Romania and to develop relations with state authorities responsible with HR regulations, such as CNPAS, CNAS, ITM, MMFPS.
Closing Conference of the project “Partnership for the Development of the HR Field”- scheduled for the month of June 2010, it gathered more than 300 professionals, representatives of social partners and of the management authority of SOPHRD, business representatives, HRM specialists etc. The purpose of the conference was to present the project’s results, documents and proposals made by the working groups, the study of strategic partnership and the online resources center. Plans for further activities and partnerships were also presented on this occasion. Like other events proposed in the project, the dissemination conference benefited from excellent media coverage, ensuring very good visibility of the funding and its results.
